Dilikkasus86.com – 25 Mei 2026 – Kelurahan Gondrong — The ongoing controversy surrounding the presence of street vendors (PKL) in the RT 04/RW 01 area of Gondrong Village, Cipondoh District, Tangerang City, has once again become a major public concern.
Residents believe that local authorities and related government agencies have failed to demonstrate firmness in carrying out the promised street vendor enforcement operation that was scheduled for Monday, May 25, 2026.
Until now, the repeatedly announced enforcement effort has still not been implemented. This situation has triggered disappointment and anger among residents, who say that the growing number of unregulated street vendors has caused disorder, obstructed road access, created traffic congestion within the neighborhood, reduced public comfort, and allegedly led to various other issues that must be openly investigated.
The public is questioning what is truly happening behind the failure to carry out the enforcement operation. Residents argue that regulations and official warning letters should not become mere formalities without the courage to enforce them in the field.
“Residents are only asking for firmness and legal certainty. The community should not continue to be given sweet promises without real action,” said one local community figure.
According to media investigations, attempts to coordinate with the Public Order Agency (Satpol PP) regarding the enforcement operation reportedly received no clear response. This attitude has disappointed residents, who believe that public officials should serve the people and listen to public concerns rather than appear to ignore community complaints.
Under the principles of good governance as regulated in Law Number 25 of 2009 concerning Public Services, every state administrator is obligated to provide professional, transparent, responsive, and efficient public services. Residents believe that silence and slow responses to public concerns may damage public trust in government institutions.
In addition to criticizing the failure of the enforcement operation, residents are also calling on Prabowo Subianto, the Indonesian National Police, Polda Banten, the Banten Provincial Government, and the Tangerang City Government to directly address the concerns of Gondrong residents, who feel their complaints have not received real solutions.
Residents are openly urging Polda Banten to establish an investigative task force and anti-extortion cyber team to investigate alleged illegal practices surrounding the street vendor activities. These allegations include illegal levies imposed on vendors, alleged non-transparent money flows, illegal electricity connections, and questionable waste management fees.
According to residents, if illegal collections are proven to exist without lawful authority, such actions could potentially fall under extortion or illegal levies and may violate criminal law and anti-corruption regulations if elements of abuse of power, coercion, or personal gain are found.
Under Indonesian law, illegal levies may be associated with Article 368 of the Indonesian Criminal Code regarding extortion if coercion for unlawful profit is proven. Furthermore, if public officials are involved in abusing their authority, the matter may also relate to Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 concerning the Eradication of Corruption Crimes.
Meanwhile, regarding allegations of illegal electricity usage, residents are asking authorities to conduct a comprehensive investigation if unauthorized electrical connections or unlawful electricity usage are found, as such actions may endanger public safety and cause financial losses to the state. These allegations may relate to criminal provisions under Law Number 30 of 2009 concerning Electricity.
Residents also highlighted the management of waste collection fees, which they believe lacks transparency. According to the community, all forms of levies imposed on vendors or residents must have clear legal foundations, transparent financial management, and public accountability.
In addition, the existence of street vendors occupying public facilities without proper regulation and permits is considered contrary to local public order regulations. Public sidewalks, roads, and public facilities should be maintained for the benefit of the wider community and not used carelessly in ways that disrupt public order and safety.
Residents believe that weak supervision and the absence of firm action create the impression that violations are being tolerated. The community hopes that law enforcement officers and local government authorities will no longer issue mere appeals and circular letters without concrete implementation.
Residents of RT 04/RW 01, Gondrong Village, are demanding that all relevant parties immediately take concrete, transparent, and firm action to restore order in the neighborhood and rebuild public trust in the government and law enforcement institutions.
The community hopes that the voices of ordinary citizens will no longer be ignored and that the government will truly uphold the law fairly and equally to create a safe, orderly, and comfortable environment for all residents.
